This is located inside of the console, near the vent on the housing of the console
You can determine if your current fan is defective or not by booting the console (preferably into a game) and placing your hand or face near the exhaust vent. You should be able to feel air moving.
You can also determine that the current fan is defective or not simply by opening the console and booting it, it will begin to spin soon after booting.
The console will boot perfectly fine with no fan installed, although it is prone to overheating or damage after prolonged use.
